Drawing on those experiences in Africa – both successes and in a handful of cases where the effort petered out along the way – this brief paper highlights some of the pertinent aspects from the time it is realized that serious change is needed in the port sector until the time when change is indeed effected in the port and the sector. Some of these may be relevant to the experience in the Caribbean port sectors.
