This Appendix provides a background briefing on relevant Governance and ongoing strategic plans which drive the budgets of the Municipalities. It comments briefly on the Urban Growth Management Plan (UGMAP) and the Urban Transport Master Plan (UTMP) as these are the most relevant national plans relating to this project. The Appendix then provides a quick snapshot of urban poverty issues as they relate to the project.
