This study undertakes an inquiry into the role of Pacific states in decarbonisation of the international shipping sector and explores policy options for strengthening efforts towards transitioning to a net zero emissions future in shipping. The study revealed that Pacific states have shifted from an obscured position to play a highly influential role in the International Maritime Organization (IMO) shipping emissions negotiations during the study period 2015–2018.
