There is an ongoing debate at the MEPC on how potential carbon revenues from international shipping could be used, managed, and governed. This technical paper aims to contribute to this debate by addressing three questions: What could carbon revenues from international shipping be used for? Who could be the recipients of carbon revenues from international shipping? How could adequate governance and management of carbon revenues from international shipping be imagined?
