PBSP is the outcome of a Pacific-centric and -anchored international action research program, active since 2012, to provide solutions to the Pacific islands chronic domestic shipping crisis within the context of the global climate crisis and the international trend to shipping decarbonisation. Domestic maritime connectivity is essential for all SDG, adaptation and resilience programming in PBSP countries and an essential component of any concept of a Pacific Blue Economy.

This paper reports on the recommended governance arrangements for the PBSP.
